At a time when the housing crisis is deepening and €500 is widely considered insufficient to rent a 50–70 sq.m. apartment in Athens, the average declared monthly rent is just €241 for a primary residence and €244 for student housing, according to 2025 tax return data.

In several areas of Athens, 70 sq.m. apartments are rented for between €750 and €800 per month, while fully renovated or newly built apartments can command rents of up to €1,000 per month.

As a result, these figures not only fail to reflect current market conditions but are significantly lower than the actual rents paid by tenants, particularly in major urban centers, according to Kathimerini.

The figures are based on rental payments reported in tax declarations and not necessarily on actual market rental prices.

According to AADE, the number of declared rented properties used as primary residences increased from 970,506 in 2023 to 1,195,757 in 2024, an increase of 225,251 properties.

Despite the large gap between declared and actual rents, AADE data show that the average declared monthly expense for a primary residence rose from €188.8 in 2020 to €194 in 2021, €202 in 2022, €211 in 2023, and finally €241 in 2024.

An even larger increase was recorded in student housing. The average declared monthly expense rose from €150.6 in 2022 to €172.6 in 2023 and then surged to €244 in 2024, marking a 41.36% increase in just one year.
