Civilian losses in Ukraine from bombardments increased by 26% during 2025, reaching 2,248 dead and 12,493 injured, 4.8 on average in each attack, according to the organization Action on Armed Violence (AOAV).
Iain Overton, executive director of AOAV, stated that the data show that “Ukraine is entering into a broader collapse of restraint that is now visible in many wars” and that respect for distinction and proportionality in war “has collapsed.”
AOAV recorded 45,358 civilian losses with the most being in Gaza (14,024), although the Gaza Ministry of Health speaks of 25,718 dead.
The data testify to the increased aggressiveness of Russia in cities and infrastructure, with its most deadly attack being on 24.06 on a passenger train in Dnipro with 21 dead and 314 injured and the largest aerial attack took place on 09.09, across all of Ukraine, with 805 drones and 13 missiles.
“We have watched this erosion unfold over the years, from Homs to Aleppo, to Mariupol and to Gaza. What seems different now is the sense that there is no longer a functional rules-based international order, capable so that those responsible are held accountable,” Overton argued.
At a global level, civilian losses decreased by 26% from the highest level of the last 10 years recorded by the monitoring group in 2024, mainly due to the October ceasefire in Gaza.
