No written examinations will be held during 2026 for First Appointment positions in the public service that will be advertised in 2027, according to an announcement by the Ministry of Finance.

The decision is linked to changes being promoted in the evaluation and recruitment process for these positions. As stated in the announcement, the Council of Ministers, at its meeting on April 8, 2026, approved the relevant bills, which have already been submitted to the House of Representatives and are expected to be examined.

The main change is that the general written examinations will take place after vacant positions are announced each year, rather than beforehand, as is currently the case. In this way, candidates will know in advance which positions are available and whether they possess the required qualifications before deciding whether to sit the examinations.

The Ministry clarified that recruitment during 2026 will not be affected, as it will be based on the results of the examinations in 2025.

At the same time, the selection of examination subjects will be better tailored to the needs and specific requirements of the positions being filled.

The government’s intention is for the new procedure to apply to positions that are advertised from 2027 onwards. If the legislation is not approved by Parliament in time, alternative arrangements will be considered.

The Ministry clarified that recruitment during 2026 will not be affected, as it will be based on the results of the examinations held during the final four months of 2025.
